The Office of Management and Budget (OMB) had until Nov. 19 to sign off on the Unlawful Internet Gambling Enforcement Act (UIGEA) to ensure that the mandatory 60-day-review period that started upon approval would be completed before President George W. Bush left office. They beat out their deadline by seven days.
In a move that the Poker Players Alliance (PPA) Chairman and former Senator Alfonse D’Amato said “finalizes a truly bad public policy,” the OMB completed and approved the UIGEA today. In 60 days, the specific conditions of the UIGEA can be approved. They would go into effect in December 2009.
D’Amato and the PPA said they were extremely disappointed in the action, but believed that it would be overturned with a new president and a new administration.
“The PPA remains optimistic that the new administration and the new Congress will recognize the failures of the UIGEA and will act swiftly in the new year to overturn this flawed policy,” said D’Amato.
The UIGEA was first passed as an attachment to the Safe Port Act of 2006. The act makes it illegal for banks, credit card companies, and payment processors like PayPal to transfer funds from gamblers to online casinos, and vice versa.
Card Player first reported on Monday that the UIGEA was being fast-tracked to implementation.
