Legislators in Russia have adopted amendments for a new law that will rule those suffering from gambling addiction as incompetent, allowing the government to restrict an individual’s rights.
If a gambler is found to be incompetent, relatives may seek guardianship and subsequently, control over personal finances. Guardians are then given the responsibility of managing income, though the addict may still be allowed to make small daily purchases.
Russian President Vladimir Putin signed the amendment last Friday, making them law. Other addictions covered in the law include alcohol and drug abuse.
Russian lawmakers banned all casinos in 2009 across the country, while simultaneously setting up four legal gambling zones in various regions.
