Harry Kazazian Acts Out of Turn, Freddy Deeb Gives Him a Penalty

Harry Kazazian raises from under the gun to 28,000 and Carlos Mortensen calls from the big blind.
The flop comes 853 and Kazazian loudly and immediately moves all in. Freddy Deeb points out that Mortensen is first to act and there is a brief discussion over the ruling.
Jimmy Fricke points out that if Mortensen checks, Kazazian must move all in, but if Mortensen bets, the action changes and Kazazian can change his mind.
Deeb takes more than a few moments to make absolutely certain that Mortensen understands the situation, which of course, he does. Kazazian apologizes after the fact, but Mortensen is forced to open muck his hand.
Deeb then states that his warning wasn't good enough and that if it were up to him, Kazazian would get a penalty.
A few hands later Mortensen gets his revenge, doubling through Kazazian when his pocket jacks hold against pocket sevens.
