Stacey Abrams, the Democratic nominee for Governor of Georgia, has released her plan to expand gambling in the state.

Abrams announced that she will support legislation enabling online sports betting and a constitutional amendment to allow casinos, as a permanent source of revenue for education.

“Legalizing online sports betting would attract more investment and increase revenue for the state,” Abrams said. “This could be done immediately through legislation even while legalizing casino gambling would require a change to the constitution. Moreover, online sports betting could immediately generate revenue until casinos are fully developed and opened.”

Georgia is currently one of only four states that does not have commercial or tribal casinos, pari-mutuel wagering, online gaming, or sports betting

“Currently, Georgia retains more than 100% of the previous year’s net lottery reserves, meaning we have the ability to help more students today,” she continued. “However, by bolstering those funds with the expected revenue from gaming, we can turbocharge higher education and opportunities for anyone who has put in the work to graduate from our high schools, including those with C averages, and anyone seeking to attend our technical colleges, without risking HOPE.”

Under Abrams plan, Georgia would tax sports betting at 20%. This is the same tax rate as niehgboring Tennessee, which kicked off sports betting in 2019.

Online sports betting would be overseen by the Georgia Lottery Commission.

The Abrams plan would propose one to three licenses to open casinos in Georgias as an initial investment. Determination of location and size would be subject to updated studies, proposals and other components of enabling legislation.
